Rate Re-negotiation
Rate re-negotiation may be initiated by several means: the remote modem,
manually by the O3 command (while in the online command state), and by the
modem when the signal quality or FER indicates a lower or higher speed should
be used.
The modem always responds to a rate re-negotiation request from the remote
end. The speeds to be indicated to the other modem (in the rate sequence
sent to the other end) are consistent with the speeds allowed by S109 and
depend on recent rate change history. That is, if the currently received
FER or signal quality does not meet the criteria listed below for automatic
rate re-negotiation or if the modem reached the current speed by a reduction
from a higher speed and the modem has not spent 60-s at the current speed,
then a request for a higher speed is denied.
