Clear Command Failed

This scenario describes a request to clear a channel denied by the PAD. This may occur because the modem is transferring data.

Activity:
User is connected to a packet-switched network, established a virtual connection, escapes to PAD command state, but call fails to be cleared.

The PAD sends the following result code: CLR FAILED
